Senator Russell wrote this telegram and it was intented for President Truman. He wrote it on August 7, 1945. Even though Russell was just the Senator, he deal with Japan in a harsh way and didn't want to go easy on them. He said that if they don't have any atomic bombs to use and attack with, they should go ahead and use TNT's and fire bombs until atomic bombs are available. The people of their country never forget how the Japanese struck them without any warning. Their people want the Japanese to suffer and they don't want to stop fighting until Japan falls to their knees. Russell wants to continue the war from Pearl Harbor and fight until Japan surrenders and gives up. He doesn't see why America should be considerate or nice at all towards Japan. He wanted the President to forbid the U.S. Air Forces to warn Japanese cities that they were going to be attacked. Senator Russell was very aggressive and he wasn't kidding about anything.
